NYC DEPARTMENT OF CITY PLANNING ISSUES NEW ZONING HANDBOOK

Earlier this month, the New York City Department of City Planning (“DCP”) released a new addition of the Zoning Handbook.  The Zoning Handbook is consistent with the City’s recent efforts to increase transparency and to demystify the New York City Zoning Resolution.  As indicated on the DCP website, City Planning Commissioner Amanda Burden indicated that the Zoning Handbook will “empower communities by helping them understand zoning and making them better advocates for their neighborhoods.”

In July, 2009, the City empowered the public by adding the new development challenge process, which gives the public a 45-day period to challenge the Department of Buildings’ zoning approvals for new buildings and building enlargements.  It will be interesting to see to what extent the new Zoning Handbook, coupled with the new development challenge process, enhances the ability of communities to affect the outcome of development projects within the City.
